Remarks by H.E. Ambassador Cheng Jingye on the Occasion of the 71st Anniversary of the Founding of the People's Republic of China

On the occasion of the 71st anniversary of the founding of the People's Republic of China, on behalf of the staff of the Chinese Embassy in Australia, I would like to extend best wishes to our great motherland and express heartfelt thanks to all those who have been dedicated to the friendship between China and Australia.

Over the past 71 years, under the leadership of the Communist Party of China and through the unremitting efforts of the Chinese people, China has witnessed great historic changes. The Chinese nation, with an entirely new posture, now stands tall and firm in the East. China's comprehensive national strength, international influence and the living standards of its people have increased considerably.

China has entered a stage of high-quality development. Its per capita GDP has reached USD 10,000, the urbanisation rate now exceeds 60%, and the number of people in the middle-income group is in excess of 400 million. The 1.4 billion Chinese people are striding forward along the path of socialism with Chinese characteristics towards the goal of the great rejuvenation of the Chinese nation. No matter what storms we may encounter, we will forge ahead unswervingly.

2020 has been an extraordinary year. As the COVID-19 ravaged the world, China took the lead in combating the pandemic. Upholding the spirit of putting people's lives first, nationwide solidarity, self-sacrifice and respecting science, China has achieved major strategic outcomes in the fight against COVID-19 in just a few months.

Embracing a sense of mission for humanity, China has actively fulfilled its international obligations. In an open, transparent and responsible manner, we have reported the epidemic at the earliest time possible, shared the genetic sequence of the virus as early as possible and published the diagnosis and treatment and prevention and control plans, and shared prevention and treatment experience with the rest of the world without any reservations.

To the best of its ability, China has provided assistance to the international community. We have provided a total of USD 50 million monetary aid in two tranches to WHO to support its work. Moreover, we have sent 34 medical expert teams to 32 countries, provided 283 batches of pandemic assistance to 150 countries and four international organisations, and provided or exported pandemic prevention equipments to more than 200 countries and regions.

Coronavirus is still raging across the world. China will continuously advance international cooperation on pandemic prevention and control, and promote the building of a global community of health for all. COVID-19 vaccine developed in China, when available, will be made a global public good. This will be China's contribution to ensuring vaccine accessibility and affordability in developing countries.

China is the first country to bounce back to growth. In the second quarter, China's GDP expanded 3.2% and paid-in foreign investment grew by 8.4% year-on-year, representing the strong resilience and huge potential of China's economy. The IMF predicts that China will be the only major economy to achieve positive growth this year. As the second largest economy in the world, China is injecting strong confidence and impetus into the global economic recovery.

2020 is a landmark year for China. We will strive to secure the accomplishment of building a moderately prosperous society in all respects and winning the battle against absolute poverty. The total GDP and per capita income of urban and rural residents will be doubled from 2010 level. All the rural poor will be lifted out of poverty and poverty reduction targets set out in the UN 2030 Agenda for Sustainable Development will be achieved 10 years in advance. We will formulate the 14th Five-Year Plan and embark on a new journey to fully build a modern socialist China.

China will gradually foster a new dual-cycle development architecture at home, with the domestic cycle as the mainstay and with domestic and international development reinforcing each other. It is an open dual cycle conducive to both domestic and international development. China's huge domestic demand potential will continue to be unleashed, and it is expected to become the world's largest consumer market this year.

China will continue to deepen its links and cooperation with the world, strive to promote the signing of the Regional Comprehensive Economic Partnership agreement and achieve the goal of concluding the negotiations on the China-EU Bilateral Investment Treaty within this year. We will promote high-quality development of BRI cooperation, and provide more opportunities to advancing world development.

China has always been an important force in maintaining world peace, and will continue to firmly follow the path of peaceful development, strongly uphold multilateralism, and work with other countries to make continuous progress towards the goal of building a community with a shared future for mankind.

The sound and stable development of China-Australia relations serves the fundamental interests of the two countries and two peoples, and is conducive to regional prosperity and stability. The world we live in is in the midst of profound changes unseen in a century. We need to take an objective view of each other's development paths and social systems, adhere to mutual respect, and properly handle differences. We must insist on treating each other's development as an opportunity rather than a threat, abandon the Cold War mentality, and continue to build trust and remove suspicion. It is important for us to maintain mutually beneficial cooperation and close people-to-people exchanges, and to create a fair, transparent and non-discriminatory business environment for companies from both sides. We hope that the Australian side could work with us to carry forward bilateral relations along the right track on the basis of mutual respect and benefit.

This year's National Day coincides with the Mid-Autumn Festival. I would like to extend my cordial greetings and best wishes to the the Australian Chinese community and take this opportunity to express our gratitude for your valuable efforts and contribution in the fight against COVID-19 in China and Australia. It is my wish that you all will continue to contribute to Australia's economic and social development and multiculturalism. And I hope that you will continue to support the modernisation and peaceful reunification of the motherland, and play a positive role in promoting friendly exchanges between the two peoples of China and Australia.
